Charles Hammond, 60, of Newport Center was arrested Feb. 20 by the Vermont State Police on Bear Mountain Road. Around 12:30 p.m., police received a complaint about a red truck unable to maintain its lane of travel and the operator drinking from what appeared to be a liquor bottle.
