Shaw: There was no need to apologize

So, Mark Kennedy, president of the University of North Dakota, has apologized for criticizing the Legislature's massive budget cuts to higher education... I wish he hadn't. There was no need to apologize. Kennedy was right. The Legislature hammered higher education with a 31 percent spending cut.
